Mr. Muhammad H. Shafqaat is currently working as the CEO of the Pakistan Textile Council (PTC) with a bold vision to future-proof Pakistan’s textile and apparel sector through policy advocacy on issues of sustainability, circularity, and global competitiveness.
He is an M.Phil. in Public Policy, a Certified Master Trainer on International Trade Law and Commercial Diplomacy from the World Trade Institute (University of Bern, Switzerland), certified Trade Analyst with specialization on Regional Economic Integration from the Institute of Policy Studies, Colombo, Sri Lanka.
Mr. Shafqaat has represented Pakistan on various international platforms and contributed to shaping key national strategies, including the Textile Policy 2020–25, Strategic Trade Policy Frameworks 2012–15 & 2020–25 and National Energy Efficiency and Conservation Policy 2023.
With deep expertise in trade policy, sustainability standards, SPS and TBT measures, and institutional reform, he has worked closely with the United Nations and advised the Government of Pakistan on strategic economic reforms.
A passionate advocate for SME competitiveness, ESG compliance, and renewable energy adoption, Mr. Shafqaat champions bold policy reforms to ensure Pakistan’s textiles meet evolving global standards, including the EU’s Corporate Sustainability Due Diligence Directive (CS3D).
Through strategic dialogue, innovative leadership, and relentless advocacy, he is building a more resilient, sustainable, and globally competitive future for Pakistan’s textile industry.
